The rapid expansion in university enrolments fuelled by the post-World War Two veterans' programs continued into the nineteen fifties and sixties. This expansionism necessitated a restructuring of the higher education system throughout Canada. Nationally, the Bladen Commission examined the Financing of Higher Education in Canada. One of the most influential studies was the 1966 Duff and Berdahl report on University Government in Canada, which recommended sweeping reform of the internal government of universities, with greater faculty and student participation.
New Brunswick Liberal premier Louis J. Robichaud established the Deutch Royal Commission on Higher Education in New Brunswick in 1961, which established the Saint John campus of the University of New Brunswick and rationalized higher education in the province.
In February 1965, University of New Brunswick (UNB) President Colin B. Mackay appointed an 8-person commission, chaired by Vice- President (Academic) Alfred G. Bailey, with a broad mandate "to inquire into all or any matters pertaining to the future development of the university" over a ten-year time span. An earlier Committee on the Effects of Future Enrolment at UNB had existed in 1956, and the Bailey Commission extended the work of this previous panel. Various committees were established by the Commission to address issues relating to terms and conditions of employment, space, relations with the Teachers' College and with St. Thomas University, and to the relationship of the university with the community. The final report of the Bailey Commission, submitted in January, 1967, initiated revision of the UNB Act in 1968, which led to the democratization of the university through faculty representation on the Board of Governors, student representation on the Board and on the Senate, and the emergence of participatory university government.
The bulk of the series comprises briefs submitted to the Bailey Commission by individuals, departments, faculties, institutes, alumni, committees, and the Association of University of New Brunswick Teachers (AUNBT). Material relating to a submission by the Bio-Engineering Institute (Case 65 File 9) includes research reports on myo-electric control systems and orthotic systems research.
The series also consists of minutes and agendas of Commission meetings, correspondence and memos, draft chapters of the final report, and newsletters.
The material contained in this series discusses broad topics related to the University of New Brunswick, including graduate studies, physical facilities, parking problems, residences, athletics, research centres and institutions, UNB's relationship with Teachers' College and St. Thomas University, and the structure of the university government and administration. Departmental reports submitted to the Bailey Commission outline long-range operational goals and often contain historical summaries.
